US Government shutdown poised to last until at least Tuesday as Democrats resist fast-tracking

The partial government shutdown is poised to last through at least Tuesday as House Democrats decline to commit to providing the votes needed to fast-track approval of a funding package to reopen the government.

The House Rules Committee is scheduled to meet on Monday at 4 p.m. to consider the funding package and other legislation it will tee up for the week. Floor votes to approve procedural rule legislation setting the terms of debate for the package, and then a final vote on the funding package, are not expected until Tuesday at the earliest.

"We`ll get this done by Tuesday, I`m convinced," Speaker Mike Johnson (R-La.) said on "Fox News Sunday." "We do have to do it by a rule process, which will probably have to be on our own."

"I don`t understand why anybody would have a problem with this, though. Remember, these are the bills that have already been passed. We`re going to do it again. It`s a formality at this point," Johnson said.

House GOP leadership moved to usher the funding package through the regular rules process after House Minority Leader Hakeem Jeffries (D-N.Y.) told Johnson over the weekend that House Democrats would not commit to providing the votes to move the funding package under a fast-track process, which would require substantial Democratic support, Punchbowl News first reported. Johnson had told Republican members on Friday that he preferred a fast-track process over moving funding under a rule.

The fast-track suspension of the rules process for legislation requires a two-thirds vote on the House floor - meaning at least 70 Democrats would need to vote yes.

"We need a full and complete debate," Jeffries said of the decision on MS NOW`s "PoliticsNation" on Saturday. "And what I`ve made clear to House Republicans is that they cannot simply move forward with legislation, taking a ‘my way or the highway` approach in the absence of House Democrats convening, which we`re going to do tomorrow, and having a discussion about the appropriate way forward."

Moving the package under a rule, though, will be politically tricky for House GOP leaders trying to wrangle their razor-thin majority. Such party-line votes were once routine tests of party strength but have become ways for Republican rebels to regularly make last-minute demands of House GOP leadership and cause delays - or occasional failed votes - on the House floor.

Rep. Anna Paulina Luna (R-Fla.), for one, is calling for legislation that would require proof of citizenship to register to vote in federal elections - either the SAVE Act or the SAVE America Act, a new version sponsored by Rep. Chip Roy (R-Texas) and Sen. Mike Lee (R-Utah) - to be attached to the funding package.

"We`ll have a lot of conversations to have with individual Republican members over the next 24 hours or so," Johnson said of getting the votes Republicans need on the rule on "Fox News Sunday."

After Democratic Rep.-elect Christian Menefee, who was elected in a Texas special election on Saturday, is sworn in, Republicans will be able to lose no more than one Republican on any party-line vote, assuming all members are present and voting.

The Senate on Friday passed the $1.2 trillion funding package, consisting of five regular appropriations bills and a two-week stopgap measure for the Department of Homeland Security (DHS), which has come under intense scrutiny after immigration law enforcement agents killed Minneapolis ICU nurse Alex Pretti.

The White House and Senate Democrats negotiated the two-week, short-term extension for DHS. Johnson said Sunday it was President Trump`s "play call" to separate the DHS funding bill and negotiate on reforms.

Democrats are seeking immigration enforcement reforms including mandatory body cameras, a ban on roving patrols, and more stringent warrant requirements.

Jeffries told MS NOW that Democrats want to make sure "that in this two-week period of time that is contemplated by the continuing resolution that would freeze ICE funding for 14 days, that there`s a robust, ironclad path to bringing about the type of change that the American people are demanding."
