Due to the intervention of foreign forces in Afghanistan, this country has for long been suffering from increasing violence. Over the past two decades, the intervention of foreign forces in Afghanistan were aimed to support proxy wars in the country. With the withdrawal of the US forces from Afghanistan and the formation of a national unity government, it was expected that security and stability gets back to the country, however the beginning of another proxy war in Afghanistan sponsored by extra-regional powers (the US and Britain) and some regional powers (including Saudi Arabia) in the one hand, and the opposing interventionists, India and Pakistan, in Afghanistan as well as the intervention of the above actors (the US, Pakistan and Saudi Arabia) in the domestic affairs of the country, on the other hand have created a new crisis in Afghanistan. For sure, the involvement of the foreign powers in domestic and political affairs of Afghanistan will lead to escalation of terrorist activities in the country, beside pushing back the stability and peace process in this country.

Under the security agreement signed between Kabul and Washington, the US forces must leave Afghanistan by the end of this year. However as a matter of fact, the Americans virtually have never left any country that they have entered. Even if they leave a country, they would create another crisis for the victim. The emergence of the ISIS terrorist group in Afghanistan is thought to be associated with the fact that the US forces had to end the occupation of Iraq. As the US forces withdrew from Iraq, they left behind al-Qaeda and the ISIS crises; therefore, the emergence of the ISIS phenomenon in Afghanistan is the plot arranged by the foreign troops.  

In such circumstances, an increase in the number of Taliban attacks against Afghanistan is somehow a display of power in front of groups of Taliban militants who have joined or are going to join the ISIS. It is also a display of power before the national unity government, so that the Taliban forces can win more concessions in their official negotiations with the government. Another important goal of the Taliban in its attacks is to restore its former position.           

The fact is that Taliban has understood that the phenomenon of ISIS in Afghanistan is not a domestic issue created haphazardly, because it has nothing to do with the people of Afghanistan; therefore, the ISIS terrorist group is a new project planned in Afghanistan in collaboration with some foreign countries. Taliban is not willing to admit it, because it is foreseen that the first measure of ISIS in Afghanistan would be putting an end to the existence of Taliban. Therefore, some parts of the Taliban operations in Afghanistan, are an attempt to revive the identity and existence of this indigenous groups.

The rise of the ISIS in Afghanistan, will also reduce the Taliban's military and political significance. When most of the operations and wars are attributed to the ISIS, not only the military and political role of the Taliban will be marginalized, but also it will eliminate the bargaining power of the Taliban in peace talks. In the past, if the Taliban was the only party to the peace talks in Afghanistan, now another group has also raised that expects the Taliban to follow them rather than form a parallel movement. In a warning letter, the Taliban leader, Maulvi Akhtar Mohammad Mansour noted Abu Bakr al-Baghdadi, the leader of the ISIS terrorist group, that there was no legal and logical reasons for developing a new parallel front in Afghanistan. Nevertheless, it appears that ISIS claims that it is following the same objectives and plans that Taliban has failed to achieve over the last 13 years.

Considering such a process, the Afghan Taliban feels that it has lost its former position and significance in the negotiation plan with the Kabul government in which Taliban could win a great number of concessions from the Afghanistan government, since peace with the Taliban no longer guarantees security in the whole country. Accordingly, the leaders of Talban are making attempts to restore their declining power. for the same reason yesterday Taliban conducted a suicide attack on the Parliament. In general, the foreign interventions, the new proxy war, the presence of the ISIS in Afghanistan and peace with the Taliban have forced the Afghan Taliban to change its military strategy, display its power and make plans to restore its former position.
