Afghanistan sees ISIS and other groups like that as a threat because of ISIS terrorism and Social and political realities of Afghanistan.

On one hand, groups like ISIS can easily influence in Afghanistan due to its security and political instability and cultural and economic poverty. On the other hand, due to lack of power of national unity government in Afghanistan, some countries support Interference, transmission, distribution and terrorism approaches there.

Facts also show the first steps of ISIS to influence in Afghanistan. For example, some former commanders of the Taliban and al-Qaeda allegiance kill of Mullah Abdul Rauf Khadem in this country as someone who chooses by the al-Baghdadi as commander of ISIS in Afghanistan and the arrest of the spokesperson of ISIS shows their presence there.

  Being some members who attribute to ISIS in south state like Helmand, Paktika, Ghazni and Zabul show that this group chooses the same way that the Taliban used before to influence in this country  which is War and crisis situations.

Some countries in this region try to transfer war to Afghanistan so that they will not accept their responsibility of supporting extremism. Such policy means mass insecurity in Afghanistan, which is opposite with its interests.

In addition, despite some differences, same ideology of Taliban and ISIS increases worries because although Taliban and ISIS has some Tactical differences, but their Ideology can make a base for Taliban to hosting ISIS same as hosting Al-Qaeda in 2001.    

Because Pakistan will not limit their policy in supporting Al-Qaeda and Taliban and continue to keep its military pressure and guerrilla, Afghan government tries to be close to the Taliban so that it can make Pakistan's influence ineffective and manages the peace negotiation with the Taliban. Afghanistan has been transformed into a haven for Afghan and Pakistani Taliban.

United States in this case, encourages Pakistan, because for continuing the occupation of Afghanistan needs a level of insecurity. Because Americans cannot make a complete plan for this region, they try to keep this country in chaos to make enough power for acts and plans to their goals.
